He attended the City University of New York at City College where
in graduated with a BSc in civil engineering.
A founding member of the Association, Leroy as been the
Assistant Treasurer since 2003. He lives in Elmont, Long Island
in graduated with a BSc in civil engineering.

Leroy is a senior manger in the New York City
Department of Transportation. He attended
STATHS from 1971 - 1974. After graduating
from STATHS he attended CAST (University of
Technology) where he graduated in 1978.
Leroy taught Building Technology at the St.
Catherine High School in Spanish Town until
1999 hen he migrated to the United States.
